OKLAHOMA GOVERNMENT INFORMATION TECHNOLOGY ASSOCIATION BY LAWS
ARTICLE I. NAME AND PURPOSES
SECTION 1: The name of this organization shall be “The Oklahoma Government Information Technology Association” Dba OGITA.
SECTION 2: The purpose of this association shall be to: A. provide training and promote professionalism for Government Information Technology; B. facilitate the exchange of knowledge and experience among those involved with and interested in technology in governmental entities in Oklahoma; and C. provide the means of dissemination of information on matters of interest or concern to those involved with and interested in technology in governmental entities in Oklahoma.
ARTICLE II. MEMBERSHIP
SECTION 1: Active membership shall be available to any IT Professional that supports a government/public entity statewide. This is a voting member and can hold an office. This member can have access to the secure Members‐Only portion of the association’s web site. This member can be added to the association’s listserve to receive all announcements.
SECTION 2: Active membership shall also be available to those who support computers/software as a secondary role in a government/public entity statewide. This is a voting member and can hold an office. This member can have access to the secure Members‐Only portion of the association’s web site. This member can be added to the association’s listserve to receive all announcements.
SECTION 3: Associate membership shall be available to any other person that is part of a government organization/public entity statewide. This is a non‐voting member and cannot hold any office. This member can have access to the secure Members‐Only portion of the association’s web site. This member can be added to the association’s listserve to receive all announcements.
SECTION 4: Sponsor membership shall be available to any person who provides services to a government organization/public entity statewide. Sponsor members shall not have the right to vote or hold office. This member can not have access to the secure Members‐Only portion of the association’s web site. This member will be added to the special announcements only section of the association’s listserve.
SECTION 5: There shall be a maximum of two voting members per government/public entity.
SECTION 6: Dues shall be payable by September 1 of each year in the amount of $50 for the two voting members, $20 for Sponsor members and free for Associate members unless a different amount is established by the Executive Committee. A majority of the membership voting on the question may disapprove any increase in dues at the meeting next following such increase. The fiscal year for the Association shall be from July 1 through June 30.
ARTICLE III. EXECUTIVE COMMITTEE AND OFFICERS
SECTION 1: The Association shall be governed by an Executive Committee. The Executive Committee shall consist of the officers of the Association, who shall be active members. The Executive Committee shall provide at least one training program each year and shall have authority necessary for carrying out the purposes of the Association. The Executive Committee shall be authorized to contract with the Oklahoma Municipal League or another entity for administrative or secretarial services or otherwise provide for such services.
SECTION 2: The officers of the Association shall be as follows: A. The president shall have a term of two (2) years and shall provide executive direction for the Association. The president shall have the authority to designate from the membership any special assistants or committees required to discharge the duties of the office. The president shall preside at all the meetings of the Association and of the Executive Committee. B. The vice‐president shall have a term of two (2) years. The vice‐president normally shall serve as chairman of the program committee and shall report the recommendations of the program committee to the Executive Committee for their approval. The vice‐president shall exercise the powers of the president during that officer’s absence or inability to act. C. The secretary/treasurer shall have a term of two (2) years and shall maintain a written record of business transacted at each official meeting of the Association and of the Executive Committee. As treasurer, this officer shall maintain an accurate record of the financial status of the Association and shall submit a financial report to the membership at the July Election meeting. D. Four regional representatives shall have terms of one year. A regional representative must hold a municipal position in the district which he or she represents. The regional representatives shall serve on the program committee.
SECTION 3: All officers shall serve until their successors are elected or appointed. The president shall make any interim appointments to fill any vacancies with the approval of the Executive Committee. All interim appointees shall serve until the next regular election.
SECTION 4: The quorum of the Executive Committee shall consist of four members one of which must be either the president or the vice‐president.
SECTION 5: There shall be four regions consisting of the quadrants of the state created by the intersection of Interstate 35 with Interstate 40. Region 1 shall consist of the northwest quadrant; Region 2 shall consist of the northeast quadrant; Region 3 shall consist of the southeast quadrant; and Region 4 shall consist of the southwest quadrant. Any municipality which is located in more than one region shall be deemed to be in the region which contains the greatest portion of the municipality.
ARTICLE IV. MEETINGS
SECTION 1: There shall be an annual spring conference which shall be held in March or April unless otherwise specified by the Executive Committee.
SECTION 2: A quorum for any meeting of the Association membership shall be a simple majority of voting members present.
SECTION 3: Notice and agenda of all meetings shall be posted on the association’s web site with as much notice as feasible. Regular meetings will be the 4th Wednesday of each month unless an alternate date is selected by Executive Committee.
SECTION 4: Special meetings may be called for any purpose as determined by Executive Committee or a quorum of Association membership.
ARTICLE V. ELECTIONS
SECTION 1: The Association shall elect its officers at the July regular meeting. Any candidate receiving a majority of all the votes cast by the voting members for the office shall be declared elected. If the July meeting is not held for any reason, then the next regular meeting after July that is held shall be the election meeting.
SECTION 2: Nominations will be made from the floor by any active voting member of the Association.
SECTION 3: The terms of office shall begin at the adjournment of the election regular meeting.
ARTICLE VI. AMENDMENTS
SECTION 1: These by-laws may be amended at any meeting of the Association membership by a twothirds vote of all the voting members present.
SECTION 2: In order to be considered by the membership, proposed amendments shall be prepared in writing and distributed to the membership at the meeting or by email prior to any vote on the amendment.
ARTICLE VII. EFFECTIVE DATE
SECTION 1: These by-laws shall be in full force and effect from and after their approval by a majority of those eligible to be active members under these by-laws who are present and voting at the organizational meeting of the Association.
These By-Laws were voted and approved at the OGITA meeting of July 22, 2009.
